Web browser issue? Explorer.exe problem?

I tried googling this problem and couldn't resolve it. I guess very few people have it or I'm just using the wrong terms for a search.
I've used Internet Explorer, Firefox and Google Chrome. All of them like to stop responding at some point. It likes to do that when I'm in the middle of loading a page, but it's inconsistent. An example is that I log into Guild Wars Guru and I'm at the "thanks for logging in" page and it freezes there. I tried to recreate it though and it won't do it. It'll just randomly stop responding, but it's always in the middle of loading or rendering a page, whether it be Yahoo, Xfire, AnandTech or whatever.
That also causes explorer.exe to stop responding too. At least I think that's what it is. I can click on an icon and it highlights it, but it'll never load it. Also, when I hit Ctrl + Alt + Del it doesn't bring up the one page you use to bring up Task Manager. It just does nothing. If I had another program, like JkDefrag, I could move the window around, but explorer.exe is unresponsive. When I click on the menu icon at the bottom, the menu starts to load but then freezes.
My keyboard still works though and the performance monitor says CPU usage is less than 10% and RAM usage is roughly 20%.
It all started when I got a Core i7 920, ASUS Rampage II GENE, and some Corsair DDR3 memory. They're suspects since I don't have these issues with my old Core 2 Duo E7200. The Core i7 build uses the same PSU and IDE disk drive as my Core 2. The IDE disk drive has issues though. I'm guessing it's because it's really old (IDE) and won't work properly with the X58-based ASUS Rampage II GENE. I really don't want to flash BIOS unless if it's the last resort because I've never manually flashed before (only had MSI LiveUpdate done it for me on my MSI boards), and I don't have a floppy drive lying around.
I'd also like to note that I managed to get Internet Explorer (iexplorer.exe) to hit 1.25GB of memory usage at one point. I only had two tabs open, but it was unresponsive of course. I could try to do that again, but Task Manager won't even open up anymore like I said so I can't screenshot it again.
I know this is hard to read, and I thank you very much for reading to try and help me. I just don't know what terms and words to use. I'll take screenshots and post them whenever I encounter a problem.
